Moving to the Costa Blanca as an EU citizen: residency, healthcare and tax

As a Belgian, Dutch or other EU citizen you can move to Spain with no visa — freedom of movement applies. To stay beyond 3 months you register as an EU resident (the green certificate) and get an NIE; you register on the local census (empadronamiento); you arrange healthcare; and you watch the 183-day rule that decides whether you become a Spanish tax resident. Here’s the practical path.

Step 1 — No visa, but do register (the EU certificate)

EU citizens need no visa or permit. For stays over 3 months, you register as an EU resident and receive the Certificado de Registro de Ciudadano de la Unión — a small green certificate (often called your residencia). You’ll also need an NIE (foreigner tax number). A gestor handles the appointment and paperwork; we can introduce one.

Step 2 — Empadronamiento (the local census)

Register at your town hall (ayuntamiento) on the padrón. This certificate (volante/certificado de empadronamiento) is the key that unlocks public healthcare, school places, licence exchange and resident discounts. It’s free and quick once you have an address.

Step 3 — Healthcare

  • Working / self-employed: paying Spanish social security gives you public healthcare.
  • Pensioners: an S1 form from your home country (Belgium/Netherlands) transfers your healthcare cover to Spain — register it locally.
  • Not yet working and not a pensioner: private health insurance is required to complete residency. It’s widely available and reasonable.
  • Short visits before moving: your EHIC card covers emergencies.

Step 4 — Understand the 183-day tax rule

This is the big one for second-home owners deciding whether to move or just visit:

  • More than 183 days in Spain in a calendar year → you’re a Spanish tax resident and declare worldwide income here.
  • 183 days or fewer → you remain a non-resident, taxed only on Spanish-source income (see our non-resident owner taxes guide).

If you’re relocating fully, plan the year you cross the line with a tax adviser — it affects where your pension and other income are taxed, and double-taxation treaties (Belgium–Spain, Netherlands–Spain) apply.

Practical odds and ends

  • Driving licence: EU licences are valid; exchange when convenient.
  • Banking: open a Spanish account early (also needed for utilities and mortgage).
  • Schools: Belgian/Dutch families choose between Spanish state schools, concertados, and international schools along the coast — empadronamiento is the first step.
  • Pets: an EU pet passport makes bringing dogs/cats straightforward.
